It knows that it has asked the spindle to reverse, but not that it has yet..

The application is rigid tapping (with a tap in the milling spinfle).
The spindle descends at 1 pitch per rev, then reverses and winds back
out again. At the point where it stops then reverses the controller
needs to be able to know for sure which way the spindle is turning.
