Yes, they exist and are relatively cheap. We have an old one at work that simply outputs the x.y.z into a text file (it runs a DOS program). It is a much older version of http://www.faro.com/content.aspx?ct=di&content=pro&item=2 It would actually be relatively easy to make one, as it simply has a rotary encoder in each joint. EMC could almost certainly solve the kinematics and track the encoders. Point-cloud to surface is non-trivial. I have some VBA code I wrote to produce the 3D Delaunay tesselation of a point cloud. I think if you took that tesselation and deleted all the duplicated triangles you would end up with a faceted mesh that could be converted directly to STL. I can let you have a copy of the code, I think.
