This must be for an 8.04 install?  I don't have that file, but do have an 
axis_preferences, which has nothing it it that resembles that.  I'm still at 
6.06, emc-2.3.4 I believe.  Maybe it can't do that yet?

But what does it control?  I've not been able to find any data on that 
config statement at all.
