An option is to try a light bulb in series with the motor. Eg With 24 volt 
motor @ 50 watts, use two 12 volt halogen bulbs. That way if the motor stalls 
the bulbs light up and reduce the power to it to a 1/4. Under low load, the 
bulb is a low resistance and all should run well, under high load it is high 
reducing the power. 

I often do this with suspect 220 volt motors to test them.
