I have been using off-lease Dell Optiplex boxes.  There used to be a 
couple guys
on eBay selling these out of warehouses.  One was in Baton Rouge, LA, under
the name Corporate Recycling Council.  I usually got these for about $79 
delivered,
and they have been astoundingly reliable.  My company server runs on such
a machine.  I eventually replace the rotating disk drive, mostly for a 
capacity
increase, but also to renew the lifespan.  These machines don't draw a whole
lot of power, but yes, an Atom with a SSD would draw less.  You could 
probably
almost do this with a Beagle board and an SD card, but the SD card might 
limit
your storage.

I have my web server and web store, FTP server, mail server, secondary 
DNS server, firewall
to the rest of my LAN, and probably other stuff on the Dell.  I also use 
it as my bench
test system for the hardware I build, mostly due to location in the room.
