Take a look at synergy. 2.5D, wire-frame and solids. 4 and 5 axis. 
Has a steep learning curve but lots of features including variational
for families of parts. Price is $1250. For that price you get minimal
support but that is the trade-off for many features for an inexpensive
price. Exports dxf and iges. 
The learning curve is not so steep if you have used other 3d packages
and understand the terminology.
I started cold so it has been pretty slow going. I'm finally making some
progress on solids but have been using the 2.5 D for years.
