I'm not meaning to be a joy killer, but have you looked at the encoder wheels that you can buy from places like US Digital?
The seem really cheap to me at $18 for a qty 1 - 2" diameter disk including a hub. Higher volumes and the prices drops quickly. I bet if you call them they will tell you how they make those.
