No, I think you probably could control an axis with it.
First thing to work out is what the little connector has on it. I
would expect to see a red and a black for +5V and 0V for hall sensors,
but if there are then 3 more wires you might even have an encoder. If
not, there is scope to add one on the fan shaft.

The voltage / current combination might be a bit tricky to find a drive for.
