I have never had to use anything but a hacksaw to cut allen keys. They
are hard, but not that hard. A bit of cutting compound might help the
hacksaw blade, and it will be retired from cutting brass afterwards.

The shortest hex-key I made was a short stub welded into a hole in a
1/8" plate. Total height was about 3/8"
