I found a way around it, but used half of one of my work days figuring it 
out, and having slept on it, I think its probably pebkac in my .hal 
file.

Apparently I need to make a memory cell out of something and some 
if/then/else control over the execution of the boot module, which 
tickles the pwm-servo that runs the spindle. It does it at every spindle 
start. But its only needed at initial power-up, which would be at 
starting lcnc. I have a delay to allow a soft start of the spindle psu 
else it trips a 30 amp breaker with its in-rush. Enabling that at the 
full power enable point would be where the boot of the pwm-servo should 
be, so it might not be that complex to fix..

Extended study of what is supposed to be a simple function is indicated.
A rockhopper diagram about 4 feet square I already printed might help, 
its been over a year since the .hal was touched. And my short term 
memory has long since forgotten the gritty stuff. :O(
