It isn't easy to tell what they are showing. Initially it looks like thread-milling with a conventional tap. If you attempt thread-milling with a conventional tap and ignore the lead then you will just mill a cylindrical face due to the lead. I can imagine that you could move the X-axis down synchronised with the tap lead, but I imagine that if you were thread-milling you would very soon run out of tap length.
