Of course. Silly me. EMC2-Inch.spm.
I did run the general.spm output with the G90.1 entered from the MDI line 
first.  Then the file actually ran without issues.
Now I'm running the EMC2-Inch.spm post processor file and it loaded and is 
running without incident. 
This file has a G90 and a the G91.1 is still set.  I guess G90 over-rules G91.1?

In either case.  That's working.
