They are the angles of the tool flanks from a zero-degree line that extends along the Z axis. (The diagram of the tool orientations does include some front and back angles to clarify this point) At the moment the angles are only used by the Axis preview, so you don't really need to be too fussy about them. In the future, when TypeII G71 is properly introduced then the angles will be used for gouge-prevention.
