That is one of the best features of these servers, they are configurable
and VERY well documented.
Here is an example of tuning for low latency that covers things like turbo
modes, power and such plus gets into Linux settings.  I've seen these
servers for $150.

Before you order you read things like the above to verify the configurable.

I have a 16-core Xeon version that came with 64GB of ECC RAM installed for
$400.   But there is much less expensive versions of these and after a
lease is over the lease company just dumps them for a very low cost.
 They are built like tanks,  Mine with just the basic box mainboard and
power weighs in at 54 pounds.
