If you are designing your own parts you can standardize on just a few gear sizes, perhaps modulo 0.5, 1.0 and 1.5 are enough for any machine you'd ever design and build. Then for each size you need a full set of cutters and an arbor to mount the cutters You can find a full set of 8 for one size for about $100 more or less. You can even find them on Amazon.
