Googling L290 with Counter or Quadrature doesn't yield anything.  Got any more 
details?

I have an LS7266R1 which is a 24 bit dual axis quadrature interface and 3 
LS7066 from an old project used to track drilling rig heave on floating 
platforms.  We'd track the distance to a weight on the ocean floor by counting 
revolutions of the pulley wheel and the distance the drill string was lowered 
by the encoder on the drill string cable.  The difference between the two 
counts was used to adjust the drill string cable so the weight on the drill was 
maintained regardless of ocean conditions.    Boy that was a long time ago...
