There is going to be quantitation noise of the speed.   The only way to
reduce it is to use a larger sampling period

The old ST L290 chip had no sampling period. For every quadrature transition, it pulsed a one-shot that fed an analog integrator. There was one one-shop per direction, so if it dithered, the two integrators canceled out. Quite simple, the cheap way could be done with a couple RCs and an op amp.
