So far I just want to verify that I can communicate with the 7i80. I have:
Debian 10 with preempt rt
My hardware included an intel dual port NIC as well as the one on the MB

so far I have not been able to get what I think should happen using
mesaflash and a dedicated point to point network from any of the ethernet
ports each enabled only one at a time using the
network configuration shown below

auto enp3s0
iface enp3s0 inet static
address 192.168.1.1
hardware-irq-coalesce-rx-usecs 0

I have also tried this with the other interface enp2s0f0 on the intel card.

When I ping the 7i80 I get an expected response.

If I run the mesaflash command :-$ mesaflash --device 7i80
the command just hangs in the window I can get the prompt back with ^C. Is
this what I should expect?

On wire shark I see that the mesa 7i80 is responding with UDP packets.

Is this what I should expect with an new out of the box unprogrammed 7i80?

Any help will be appreciated.
