Didn't do anything in the config.txt.  Just ran the set up system dialog from 
the menu and ticked use SSH.  Then saved and rebooted.  I'm going to imagine 
that it worked. 
 
And in fact it does appear to except that the certificates are incorrect.  If 
SSH isn't enabled it likely won't even do that?

I suspect it's still somewhat Apple + MacBook related.
