Perhaps modify the G-code generator to do as you say and add a tool-change. But how does the planner know when best to change the tool? FreeCAD's path planner is pretty good but still in the early stages. I know many people like to hand-code g-code files, but just try to make the housing for a battery-powered electric drill with hand-written g-code.
