What exactly am I missing? This is completely new setup if that
changes anything. Are there any BIOS settings I should be aware of? I
tried to disable whatever is related with power management (cpu
c-states etc) and virtualization and I do allow for a chance that I
disabled something useful although I did try not to touch anything PCI
related.

Another possibility that I was just reminded of by a customer, is that
it could be related to secure boot (so disable secure boot if it's enabled)
