2718:5124 (rev 01)
It contains numbers 2718 and looks almost like 5I24 with capital letter "i".
That's the correct device ID for the 5I24 or 6I24 (with 5I24 firmware)
Does LinuxCNC see the card?

I would not expect linuxcnc to launch if the (hm2_pci) driver was invoked in
the hal file but no card was found.

I was running sample racktoolchange config if that changes anything,
although I would expect 5i24 board to show in the list of available
HAL pins, but then I do allow for possibility that it might depend on
preloaded firmware (whatever there is by default).
