I thought we had agreed to not have automatic downloading according to
the discussion in the thread "SDL2 and Emscripten Ports updates". I am
disappointed you didn't follow through with the proposal you made in
your last post to that thread, part of which reads

Releasing a version with -S USE... is going to make it more difficult to
change to the way we had agreed because it will break somebody's build.
