On the 10th of December Angel Coalition Members from Moscow, St. Petersburg,
Petrozavodsk, Yaroslavl, Veliki Novgorod, Borovichi and Nizhni Novgorod met
with representatives of Moscow City Government Committee on Inter-Regional
Relations, Family and Youth, Moscow Interpol, MVD, Social Defense Committee,
Committee on Education and Health Care Committee in an unprecedented move on
the part of the Mayor of Moscow towards assisting Angel Coalition member
NGO's throughout all regions in Russia in their preventive work against the
international sexual trafficking of Russian women and assistance to returning
victims of international trafficking.

In a Draft Protocol issued by the Moscow Committee on Inter-Regional
Relations and ratified by the Russian Federation State Duma Commission on
the Improvement of Women's Position, the City of Moscow has committed to the
following:

1)  Moscow City Department of Internal Affairs (GUVD) agreed to begin the
investigation of suspicious tourist firms, marriage and recruitment
agencies.

2) A joint council of Angel Coalition NGO's from 25 Russian regions, Federal
Government and Moscow City Government Committees, legislative and law
enforcement agencies will meet in February 2002 to draft a series of Victim
Assistance Protocols based on international precedents.  At that time,
Moscow NGO's and MVD will present research on the conditions facing over
150,000 women who have been trafficked into Moscow from Russian regions,
Balkans and Asia and are facing the same catastrophic consequences as those
Russian women trafficked from Russia to 50 receiving countries around the
world.

Step by step, local and federal Russian governmental structures are becoming
involved in this problem solution, and cooperation is developing between the
state establishment and NGO's.
