I would recommend setting up a Sexual Assault Nurse Examiner (SANE) program in Afghanistan. Here is a description of the program published in April of 2001 by US Department of Justice.
I bet there are nurses who would volunteer to go to Afghanistan and set up a program to get nurses in Afghanistan trained.
