In development environments the RPMs don't make much sense. Most developers of
ovirt-engine don't use the ovirt-engine RPMs at all, so they won't use this RPM
either. It is in production environments where RPMs are really important, and
in that case it doesn't make sense to have an UI plugin without the rest of the
engine (at least web admin).
