Yaniv, the change is in VdsManager line 239.
Bug has been found in following scenario:
1) Host become non responsive
2) SSH Soft Fencing applied, host become ok
3) Host become non responsive again
4) SSH Soft Fencing has been skipped and real fencing applied,
because VdsManager.sshSoftFencingExecuted has not been
reset after host became ok in step 2)
