Thanks for your suggestions with this. However, I believe my issue was more user fault that anything. A few days prior to this issue, I had attempted to install the mate desktop on this computer, and ran into several problems. One of which was 'solved' with using some packages from sid. In the end, lots of bad things happened, and I ended up restoring from a previous backup. After that, keys that have a trust level are available for use just as it should. I don't think this was a bug or the like either. I hadn't noticed before, but the menu in Icedove was missing, as well as several other oddities with my system after that adventure.
