Yes -- I apologize if my language was imprecise: I meant to say that
Namecoin needs to become a de-facto standard like HKP.  My "the HKP
keyserver protocol isn't documented in RFC4880" was meant to present a
de-facto but still unofficial standard, just like I think Namecoin would
need to become.

One option would be to start a new RFC that attempted to document
various best practices for using OpenPGP.  I agree that key storage, key
retrieval, etc. -- all of which fall under the loose umbrella of "key
management" -- are not part of RFC4880 and should not become such.
However, an RFC documenting the ecosystem around RFC4880 might be useful.

That said, though, we're running pretty far afield of Enigmail.
