Being unable to permanently decrypt email is blocking many users from being
able to use encryption.  This feature was originally requested in 2003.

A more cynical view would be s/is blocking many users from being able to use encryption/is creating a reasonable barrier to entry which keeps out users who would just find other ways to foul the pond/

That said, for $720 I would consider writing the feature myself! :) I would have to hold my nose while I did it, but that's a good bounty for this type of project ....
