I think I found my "mistake". In Account Settings --> OpenPGP Security I have to DEactivate "Encrypt messages by default" Before v1.7.2. the logic must have been different because my desired behavior could be achieved with this option enabled. As a last wish: What are the recommended settings for - encrypt every message where I have all recipients' public keys (or rules) - otherwise don't encrypt ?
