I have recently discovered the reason for it, and have been trying it
for a few days to make sure the behaviour did not recur before adding a
comment to my original message - as no-one had replied I wasn't
hurrying. I believe it was due to having ticked "Use PGP/Mime by
Default" in the Thunderbird account settings, since I never use in-line
PGP. I did not have any other defaults set so, logically, I assumed the
PGP/Mime setting would only be invoked when I manually selected signing
or encrypting later on. These were the settings I thought I had used
with the old versions of Enigmail and they did not have the problem, so
when I set it up again, I did the same.

I unticked all the "Use PGP/Mime by Default" radio buttons in all my
accounts, and the odd behaviour went away, and has not returned. Now, of
course, when I do want to sign or encrypt I have to select PGP/Mime
manually as well, as the setting has reverted to using in-line as the
default.

I must say that the new Enigmail is much more unnecessarily complicated
to set up and to use than the old one - and I cannot see the reason for
the changes. I'm sure there is one, but the new, cumbersome selection
options in the "Write" window headers are a step in the wrong direction.
