There is an official version for GnuPG 2.0 for Windows for many years.
It is called Gpg4win. Actually we have only one code base and Gpg4win
is just the installer which adds a couple of other packages to the Core
GnuPG engine.

I have never heard about problems with Kleopatra on 64 bit Windows. In
fact, my only non-VM Windows is a 64 bit Windows 7 box which I use for
all GnuPG 2.0 and 2.1 tests (and also sometimes for the long deprecated
1.4 installer).

If there is a problem with Kleopatra you may instead use GPA - just do
not install Kleopatra, use a registry setting, or delete the Kleopatra
binary. Except for some minor things GPA provide the same functionally
(called the UI-Server) and in addition it has a full fledged card
manager which Kleopatra is missing.

The rumors that Gpg4win does not work on 64 bit Windows may come from
two issues:

 - GpgEx - The explorer extension was not available for 64 bit Windows
until one the last versions (~ 2013).

 - GpgOL - The Outlook extensions does not work with a 64 bit Outlook.

Everything else works in the same way as all other 32 bit Windows
applications continue to work on 64 bit Windows.

Salam-Shalom,
