I've been tasked with setting up Enigmail 1.8.2 on a computer (not mine)
running Windows 7 with the latest release of Thunderbird. The
installation and key generation worked fine, however EM is unable to
import keys (from a server, via the "import key" button, via attachment
download, or via clipboard). The issue reported is that Enigmail has
permission denied on C:\Users\Bob\AppData\Roaming\gnupg\pubring.bak.

On this computer, the pubring.bak file isn't showing up in \gnupg (it
doesn't actually seem to exist). I've made sure that the user in
question has rwx access to the gnupg directory, but the issue persists.

This issue resembles a description from thread from 2004[1], so I was
wondering if this is an issue with Enigmail or if it's just something up
with the user's PC - in either case, any advice?
