        * gpgsm.conf
        * policies.txt
        * trustlist.txt
        * scd-event
        * tofu.db
        * tofu.d/ and all files in that subdir
        * crls.d/ and all files in that subdir
        * private-keys-v1.d/ and all files in that subdir
        * openpgp-revocs.d/ and all files in that subdir

If a file is missing, that's okay: not all people will use all these
files.  But if one of these is present, it needs to be copied over to
the new installation.  Everything else may be omitted (and in the case
of random_seed, should be omitted).

This list of copy-if-exists works for GnuPG 1.4, 2.0, and 2.1.
