I can see from the log that gpg was found correctly. However, it seems
that the GnuPG Home Dir (the directory containing your keys and gpg
preferences) does not exist. Gpg reports that the directory is
D:/msys64/home/JW/.gnupg (which is equal to D:\msys64\home\JW\.gnupg),
but I doubt that gpg can access that directory.

Setting my GnuPG Home dir to something invalid, I get the same result as
you.
