I am having difficulties creating an icon for an app that Ive opened as
a normal user. The icons usually are located in a place like
/usr/share/pixmaps which is owned by root. As you can imagine one is
not able to path there to choose an icon in the editor.

to create an eapp it should be enough to be able to read an icon for
it, and AFAIK /usr, /usr/share, and /usr/share/pixmaps are world
readable on every system.

Yes indeed. In fact on my system /usr/share/pixmaps has 755 permissions so why an I unable to path to the /usr/share directory? I note that I am able to do this as root. Maybe need to add to path?

The application I was attempting to do these with was evince. I opened it as a normal user, right-clicked upper left-hand corner of window then attempted to create the icon from there.
