Ok here to simplify things I am treating enlightenment as just another
elm app, which is what it is working to becoming, it is quite common for
many users myself included to pick a FDO icon set and want that to apply
to everything including gtk/Qt/elm and e, having the case where this is
just set in the elm config will essentially hide it from users wanting
to do this so in the same way e's theme dialog really changes an elm
setting, this dialog would also change a elm setting so users can find
it. (Maybe as part of the config rewrite we can find a better way to
manage elm settings like this).
