It appears to me your guess is correct. I thought I had fixed the problem by recompiling, but rather I had just avoided the behavior which causes it. After reinstalling the SF rpm, I did not see the problem any more, and then I switched back and saw it again. THen I realized the thing I do which causes the trouble. Go to an empty workspace by clicking on the pager. Then click once and the root window menu to launch an xterm or something. It is about a 50-50 proposition that the xterm will land on the workspace you are looking at.I think you see some saved settings.
Try removing ~/.enlightenment/...e_session-XXXXXX.clients.0 while E is not running.
