Finally, a question that may be answerable. You can edit your $HOME/.enlightenment/file.menu file and customize it to your heart's content. Format is as follows: First line is menu title. Each following line is either an menu item or a submenu call. Ex: "MY MENU" "Eterm" NULL exec "Eterm" "Games" NULL menu "games.menu" The NULL's can be replaced by the path to an icon if you so desire. games.menu is a separate file, named 'games.menu'. You could also install e16menuedit if you need a tool. Check E CVS or Freshmeat for it.
