Perhaps I am misunderstanding you. To start a pinboard, the command is:

$ rox -p Name

where Name is the Name you provide for the Pinboard. This will obscure the
entire E17 canvas. There is no transparency function as I understand ROX.

To remove the pinboard,

$ rox -p=

Both commands must be run inside of enlightenment, not before it is loaded.

The `l' you use in your example will create a Pinboard with the name `l'

Now, as for startup, you could write a bash script or add it to xinit or
possibly use rox session.

I also believe you can set some startup applications to run when E17 is
started, but I have not explored those options yet. If it works, you'd
need to create an eap file for it.
