I use LANG=en_US.UTF-8. It shouldn't matter.

As long as Xft is supported it shouldn't matter.

Maybe there is a problem with your font setup?
When it comes to font configuration I'm definitely no expert, but I 
guess you need to have appropriate fonts installed, configured properly 
(fonconfig stuff?), and that xfs must be properly configured and running.
