In my case, given that it was the thing presented first after opening up that
Settings dialog, it's because I was expecting to be able to modify settings -
not to select among predefined options - and so was looking for an intro to an
actual editing interface, whether checkbox-based or otherwise.

I had also spent the last half-hour or so poking around in the E17 options
looking for equivalents to old E16 options, and frequently not finding them -
whether because they didn't exist, or because they'd simply been moved / renamed
/ been made more obtuse, was not clear.

When I couldn't find a way to access the expected editing interface here, I
simply assumed that this was yet another case where I was failing to find the
way to do it; it did not occur to me (and probably never would have) that there
literally was no way to do it.

It's already been established that that expectation was incorrect, but in the
situation, I don't think my reaction was entirely unreasonable.
