This was exactly the information I needed.

I have some C-coding experience and limited X11-knowledge
(once I patched hsetroot  for some extended options for my own use),
but in principle I think, I could get into it.

I played around with the e16-code one or two years ago and found the
parts that you mentioned, but it took me some time and I could not
estimate, if it was worth to spend a lot more time, because I could not
estimate if I would in the end run into some problems or dependencies,
which would require to just change and rewrite everything.

That is why I am very happy to get an estimation from someone who has a
good overview of the concepts and dependencies of e16, that this should
be possible, and also to get some ideas, where and how to start.
great ;)

I also will not go into it during the next beautiful days in the
summertime, but since this is burning for years now, I hope to find some
winternights long and cold enough to try.
