I think this setting should be set based on your environment.  I have APs in 
every "teaching space" like classrooms, gyms, offices, halls, etc..  When I had 
this setting to low I found clients did not always roam when a student switched 
classes or sometimes they would associate to horrible APs.  I found that 24Mbps 
is the sweet spot for my environment.
