I doubt that it would be possible.

"The foreseeable future" means something like "as far into the future as
we can currently predict". If they could foresee a point at which this
option would go away, that point would be in the foreseeable future, so
the statement you quoted would not have been true.

However, they cannot guarantee that they will not eventually decide to
remove this option - for reasons, and therefore at a time, which they
cannot currently foresee - so they cannot (honestly) promise that the
option will never go away.

I agree (barring some better solution, which might include dropping the
whole idea), and it very likely will. The state of the art in prophecy
being what it is, however, no one can safely guarantee that.
