My understanding about distribution directory is that it is used only
when firefox version changes or new profile is made, so that would be
the reason to try with new profile (in case you are wondering why try that)

seems they are not used in any way. SysInternals ProcMon shows that
firefox.exe accesses the Directory but the XML-Files aren't opened for
reading at all, therefore don't show up in FF45 (tested with FF45.3
ESR).
