@Mike FYI: with a new Profile run OK in Mac. But i have a lot of scenaries with old users and old FF installations. What should i do? Deleting Profiles?

By the way, the solution ist a part of the solution.

OK, following tested in Windows 7 with FF45.3esr:

Putting the SearchProvider XML-Files into
C:\Program Files (x86)\Mozilla Firefox\distribution\searchplugins\common
works ONLY in case you delete the User-Profile.

I traced it with ProcessMonitor - the XML Files are only accessed (read)
when a new User-Profile is created (First-start of Firefox after
Deleting UserProfile).

Therefore this is not a suitable solution for me:
1) I don't want to delete our users Profiles
2) you can only add SearchProviders by adding theses XML-Files and not
remove the unwanted ones.

So I have to continue to rebuild the omni.ja File which worked for me
without problems for several versions of FF.
