Yes, plain text clients like Emailer will get the wrapped version.

There's a chance, but no promises.  It's just a matter of priorities,
nothing more than that.  I agree it's a useful standard, and I realize there
are people out there that want it, but it's not the highest priority at this
point.  It won't really solve the problem sending scripts out at this point,
since Eudora is the only client to support it (that I know of), and it also
supports HTML, but if nothing else, it would be nice to parse format=flowed
when receiving mail.
