That's the problem, if it's shift JIS, it shoult be labeled "iso-2022-jp"
(which is JIS).

We are believing the MIME header.

That is the default for *unlabeled* messages.  This one is clearly labeled.

Create a rule to switch the character set to Japanese (Auto-Select) and have
it apply to messages where from contains the domain with the buggy Exchange
server.
